The above ideas is marked as closed (the closing date expired two weeks ago). Yet, I was able to evaluate this idea. Is it shoud be so?

I'm not sure if this is an error. I just tjought, if an idea is closed, it is closed just for evaluation. Apparently, it is not so, What does the status "closed" mean then?
