I just reopened a suggestion becaused it has not been implemented though it was closed as implemented. The reopened suggested remained at the second page and thus it's difficult to notice. There is a big risk that it will never be implemented.

Treat reopened suggestions as new ones and, thus, place them by default at the top of the list.
